The Principality of Monaco is taking a major step forward in its energy policy: from September 2028, all single-glazed windows will be banned in every existing and future building. It is an ambitious measure designed to improve the energy performance of buildings, reduce heat loss and make homes more comfortable for their occupants.

Since 2020, more than 1,100 windows have already been replaced thanks to the previous grant scheme. In response to market changes and new climate challenges, the Monaco Government has decided to step up its financial support, making it more generous and easier to access.

The new Ministerial Order No. 2025-407 gives owners and co-owners the opportunity to upgrade their homes while benefiting from substantial financial support. If you want to get ahead of the new rules and improve your comfort, now is the ideal time to switch to double glazing.

Single glazing soon to be banned in Monaco: what do the rules say?

The ban on single glazing in Monaco is an ambitious measure. By September 2028, single-glazed windows will have to be replaced in both existing and new buildings. The decision reflects the Principality’s commitment to reducing energy consumption, limiting heat loss and improving residents’ comfort all year round.

The aim is clearly to encourage owners to plan their renovation early, before the rules become mandatory. Switching to double glazing now means you can take advantage of a generous grant while avoiding the stress and cost of a last-minute upgrade.

Ministerial Order 2025-407: a bigger grant for new windows

To help Monaco property owners through this transition, the Government has introduced the new Ministerial Order No. 2025-407, which strengthens and updates the scheme launched in 2020. The aim is to make the work more affordable and to speed up the replacement of single-glazed windows with better-performing solutions.

What has changed compared with Ministerial Order 2020-539:

  • A higher cap per window, of up to €900 depending on the number of windows.
  • The grant now also covers the common areas of residential and mixed-use buildings (new for 2025).
  • The overall cap has doubled, from €20,000 to €40,000 per beneficiary.
  • The scheme applies to buildings more than 10 years old, whether residential or mixed-use.

This welcome change means you can carry out more work while receiving a larger grant, and it encourages owners to plan their renovation now, ahead of the 2028 deadline.

Who is eligible for the grant?

The new Ministerial Order clearly sets out who can benefit from the scheme:

  • Private owners: owner-occupiers or landlords, for homes located in Monaco.
  • Co-ownerships and managing agents: all the owners in a building can benefit from the grant through the managing agent (syndic) or a legal representative.
  • Property-owning legal entities: property holding companies (SCI), joint ownerships or other entities that own eligible buildings.

Key condition: to be eligible for the grant, the work must be carried out by a building company established in Monaco, such as Monaco Fenêtres.

The buildings concerned must have been completed at least 10 years ago and be residential or mixed-use (homes and business premises in the same building). The scheme also covers common areas, which is a major step forward for co-ownerships.
